The process was complicated by the limited number of bank and payment channels that citizens could use during the implementation of municipal payments. Implementing various technical requirements and ensuring data exchange between systems also required additional time and resources.
Delays in payment processing and possible technical errors affected both the user experience of citizens and the financial processes of municipalities.
Manual calculation and distribution of commissions increased the risk of error and created an additional workload for verifying transactions and preparing reports.
Analysis of payment processes
In the first stage, the current implementation process of municipal payments, payment channels used by citizens and financial management needs of municipalities were analyzed.
All stages from the initiation of payment to the transfer of funds to the municipality's account, the calculation of commissions and the registration of the transaction in the system were determined.
Based on the results of the analysis, a technical structure and operational flow were formed, allowing to automate payments on a single platform.
Integration with Instant Payment System
The integration of the platform with the Instant Payment System was ensured. Through the integration, it was possible to transfer the payments made by citizens directly to the account of the relevant municipality.
Transaction data is automatically transferred between systems, payment statuses are updated in real time, and the result is immediately reflected in the system.
This approach reduced payment processing time, minimized the need for manual intervention, and enabled more accurate financial transactions.
Automatic commission distribution and real-time monitoring
A mechanism for automatic calculation and distribution of commissions for each payment was established on the platform based on predetermined rules.
The payment amount and commission shares are automatically determined by the system and directed in the relevant directions. This eliminates manual calculations and reduces the possibility of error.
Municipalities have the opportunity to monitor payments, transaction statuses and financial flows in real time through a single system.
Automation of settlements and reporting
As a result of the automatic processing of transactions, funds were reflected in the accounts of municipalities within one working day at the latest.
The history, amount, commission distribution and current status of all payments are recorded on the platform. On the basis of this information, municipalities can more conveniently monitor financial transactions and obtain reports promptly.
The system was tested for various payment scenarios, technical loads and possible error cases before its launch.

The platform was built on the principles of secure data exchange, real-time processing and automated settlement.
Accurate transfer of payment information between systems, synchronization of transaction statuses and correct distribution of commissions were ensured.
